Four proposed papers, with the evidence and review each would need. This is a development agenda; no completed field study, accepted manuscript, or published paper is claimed.

Proposed papers

Paper 2 is the first development priority. Its bounded methods question is the most ready for concept development; that is not a claim of publication readiness, peer review, or validation.

Paper 1

Reconnecting Land and Sea: A Testable Framework for Coastal Habitat, Fisheries, and Community Observation in Plaquemines Parish

EXISTING CONCEPT DRAFT — SOURCE AND CLAIM REVISION REQUIRED

Reframe the existing concept around competing explanations, evidence gaps, coastal habitat linkages, monitoring, and a testable research design. The question is whether changes are occurring and why; the draft must not announce fisheries recovery.

Evidence needed before publication

Retrieve and verify the original draft, replace unsupported claims, check every citation, and obtain scientific and disclosure review.

Paper 2 · First development priority

From Local Observation to Verifiable Coastal Evidence: A Human-Directed Framework for Community Monitoring and Restoration Accountability

PROPOSED METHODS PAPER

Define consent, observation provenance, source traceability, uncertainty, review, correction, human oversight, expert escalation, and sensitive-location protection. No field validation is claimed.

Evidence needed before publication

Agree a bounded protocol, comparison process, independent review roles, consent rules, and evaluation measures before collection.

Paper 3

Choosing Before Building: An Evidence-Based Screening Framework for Coastal Restoration Options in Plaquemines Parish

PROPOSED ASSESSMENT FRAMEWORK

Compare alternatives, including no-action and maintenance options, with explicit ecological, engineering, community, lifecycle-cost, and evidence questions. No engineering approval is implied.

Evidence needed before publication

Establish site information, technical reviewers, land-rights and permitting questions, and defensible cost estimates before any recommendation.

Paper 4

Public Benefit Before Infrastructure: Evaluating Local Compute, Water, Energy, and Coastal Accountability

PROPOSED FEASIBILITY PAPER

Define what must be measured: public benefit, environmental costs, energy and water demand, community value, governance, and evidence thresholds. No operating facility or proven savings are claimed.

Evidence needed before publication

Compare separate infrastructure options with a baseline, measured demand, environmental burdens, and community-defined benefit criteria.

Before a paper becomes a public download

The actual paper file must exist and have an identified version.
Content and every factual claim must be reviewed; citations must resolve and support the claim.
Scientific limitations and proposal status must be explicit.
IP, consent, sensitive-location, and partner-data disclosure review must be complete.
The version must be confirmed public-safe before a download is exposed.

The older Grand Bayou proposal and the existing “Reconnecting Land and Sea” draft are development history and are not offered here unchanged.

Featured draft abstract · Paper 2

This proposed framework examines how community observations can be organized alongside established environmental records without confusing observations, interpretations, and verified findings.

Using Plaquemines Parish as the intended application context, it outlines a human-directed process for recording provenance, identifying missing information, applying quality checks, documenting uncertainty, and routing consequential interpretations to qualified reviewers.

The proposed evaluation would compare the workflow with a conventional documentation process using predefined measures such as source traceability, error detection, review time, and reviewer agreement. Community participation, consent, sensitive-location protection, and correction procedures would be established before field collection.

This is a methods proposal, not a report of completed field research. It makes no claim that the workflow has improved restoration outcomes or demonstrated fisheries recovery. Its purpose is to define a bounded, reviewable study and the evidence required to judge its usefulness.
